A newspaper article from the Times-Union on “Operation Alert,” the simulation of a nuclear attack on Rochester designed to test Monroe County’s Office of Civil Defense. The exercise took place on July 12, 1957. Rochester’s response time during the drill was eleven minutes to reach full alert, down from twenty-nine minutes during a similar exercise in 1953. The newspaper article attributes this improvement to the department’s growth and professionalization under Abbott’s supervision.
