Article, “Lt. Col. Abbot, EX-PW, Assumes CD Command”

A newspaper article, presumably from May 1954, announcing the hiring of Robert Abbott as director of a newly-merged city-county Office of Civil Defense. Abbott was placed at the head of a division that consolidated previously separate Rochester and Monroe County Offices of Civil Defense. The article states that Abbott was tasked with overseeing the merger as well as forming an evacuation plan for the city and leading a recruitment drive.
